Entitled ‘Set-up an affordable SOC’, the tip sheet published in November 2025 by the Restena Foundation is available in French and English. After an introduction on what a Security Operations Centre (SOC) is, the tip sheet explains how to structure an affordable SOC. It also provides information on the prerequisites and points to consider, as well as best practices to follow when an institution wishing to set up a SOC has only a low budget.
The tip sheet is published as part of the awareness-raising activities on computer security issues led by its CSIRT, the Computer Security Incident Response Team dedicated to the Luxembourg research and education sectors. It completes the existing series made of five existing tip sheets. Those are about how to react when a cyberattack occurs, the importance of having a strong password, the growing and invasive phenomenon of spam and phishing messages, social engineering attacks, data back-up and email hygiene.
The tip sheet is an awareness-raising tool for research and education stakeholders in Luxembourg. Since 2023, it has been set up as part of the European LuCySe4RE project - that has received funding from the European Union’s Digital Europe programme (DIGITAL) – whose aim is to improve protection against the cybersecurity risks faced by the Luxembourg research and education community.
